Dr. Bill Smith, age 61, is a native
Okaloosa resident with deep local roots and nearly
40 years serving our community in education and
public service.
Bill grew up living, playing, and working in
Okaloosa County. He was raised in the Niceville area
and graduated from Niceville High School. He chose
Okaloosa County to raise his family. Bill
understands how it used to be, the things that
brought people here and the importance of
maintaining our traditions, resources and quality of
life.
Bill is a former Okaloosa County school teacher and
currently serves as Director of Facilities for the
Okaloosa County School District. His sister, Janeane
Smith Williams, is a retired school principal in
Okaloosa County. His mother, Cecile Smith, is a
retired teacher and media specialist from our local
schools, and his father, William “Jay” Smith was a
retired teacher and coach from the Okaloosa School
System, as well.
Bill is serving his second elected term on the
Niceville City Council. Bill served four years as
Mayor Pro Tem, liaison to the Okaloosa County
Library Cooperative, representative to the local
League of Cities, and Niceville’s BRAC
representative. Prior to serving as a city
councilman, Bill was a member of the city’s planning
and zoning board.
As a city councilman, Bill has proven he is fiscally
conservative and knows how to keep services up and
taxes down. Over the last eight years, Bill has been
a part of every decision made to maintain
Niceville’s sense of community and family oriented
environment. The city recently earned the
distinction of being voted the best place to raise
children in Florida by Bloomberg Businessweek.com.
In addition to his experience in education and
management, and nearly 12 years combined service as
a city councilman and member of the Niceville
Planning Board, Bill has served as Director of
Growth Management for Okaloosa County, and has many
years of experience in the building and planning
industries.
Bill is a former small business owner and
award-winning homebuilder who knows what it is like
to meet a payroll every week. Among other noteworthy
accomplishments, Bill managed the construction and
development of the family friendly Bluewater Bay
Resort and community east of Niceville.
Bill is an EPA “Tools for Schools” National Award
Winner; has been awarded Lifetime Membership in the
All Sports Association of Northwest Florida; and was
named both Honorary Commander of 33rd Fighter Wing,
Eglin AFB and Honorary Commander of 513th EWS, Eglin
AFB. He is active in numerous local and state
organizations such as the Niceville-Valparaiso
Chamber of Commerce, where he has served as a board
member and member of the Military Affairs Committee;
and Florida Education Facilities Planning
Association, where Bill serves on the Executive
Board and is a two-term president.
Bill has a Doctorate Degree in Education:
Educational Leadership and Facilities, University of
West Florida; Specialist Degree in Education:
Education, Curriculum and Supervision, University of
West Florida; Master’s Degree in Science: Health and
Physical Education, University of Southern
Mississippi; and Bachelor’s Degree in Science:
Health and Physical Education, University of
Southern Mississippi.
Bill lives in Niceville where he shares a home with
his mother, Cecile. Bill’s son, Ryan, is currently a
Ph.D. student at Johns Hopkins School of Medicine in
Biomedical Engineering.
